But ;) how do you understand that it is a decelaration and not an acceleration as just above ? is it with targetSpeed ? here we define the absolute value of the "rate" and the sign is defined by the target ?

This is a speed action. It just defines a target speed and a dynamics shape how this speed should be achieved. During the static scenario time it is not (in every case) clear that a new speed will introduce an acceleration or deceleration (based on the current simulation which can differ from scenario behavior). The dynamisc shape value just specifies the absolute value for the transition dynamics. If this will be an acceleration or deceleration is only known during simulation and not specifiacition time. So this value is specified as an absolut value.
